Introduction to Estate Upgrading Project (EUP)

The Estate Upgrading Project (EUP) aims to enhance the living environment of private estate dwellers. It provides physical upgrades to public areas in the private residential estates such as upgrading of existing facilities and erection of new facilities. The allocated budget for each estate will be capped at $4,000 per dwelling unit, similar to the amount for the Interim Upgrading Programme (IUP). EUP is fully funded by the Government and thus private estate residents do not have to co-pay for the upgrading works. All EUP projects are completed within 36 months from their date of announcement and will undergo 5 stages:

EUP Preliminary Stage

An EUP Working Committee (WC) will be formed by the Citizens' Consultative Committee (CCC) within a month after the date of announcement of the selected EUP estates.

EUP Design Stage

The WC will proceed to conduct Surveys from affected residents to gather feedback on their preferred upgrading items. These factors will be prioritised based on the practicality, importance and demand.

EUP Tender Stage

Once the appropriate upgrading package is decided, the WC will submit a proposal to the EUP Committee for its approval. Tender will be called and only when the upgrading package is approved, the tender will be awarded.

EUP Construction Stage

With the completion of EUP, private estate dwellers will soon enjoy greater benefits in their estates. Items considered under EUP may include the beautification of estates, landscaping, widening of footpaths, drainage improvements, welcome markers etc.


EUP Handing-Over Stage
Throughout the entire EUP, CCC will be administering the implementation of the upgrading works. After its completion, the wor
ks will be handled over to the relevant public agencies for repairs and maintenance.
